Place a large saucepan over high heat. Add the washed jasmine rice and cold water, and bring to a boil. Reduce heat to low, cover, and cook for 12 minutes. Remove from heat and leave the lid on for 4 minutes. Fluff the rice with a fork.

To make the curry sauce, add vegetable oil to a pan over medium-high heat. Add the diced onions and sliced carrots, and sauté for about 10 minutes until soft, stirring regularly.

Add the sliced garlic and ginger to the pan, and continue to sauté for another 5 minutes until everything is soft.

Stir in the curry powder and red chilli powder, and cook for 2 minutes to infuse the flavors.

Add the plain flour, soy sauce, and rice vinegar, and cook while whisking for 2 minutes until thickened.
