Remove most of the cauliflower core and cut the cauliflower into about 2-inch chunks, keeping some stem on each piece.

Place the cut cauliflower into a large container.

In a saucepan, combine water, vinegar, salt, and sugar. Bring to a boil and pour over the cauliflower. Cover to ensure it's submerged and let marinate for 1 hour.

After 1 hour, drain the cauliflower and place it on a tray to dry slightly.

In a medium bowl, combine buttermilk and hot sauce. Stir to combine.

In a large bowl, combine all-purpose flour, rice flour, salt, baking powder, black pepper, and paprika. Whisk to combine.

Add half of the cauliflower to the dry mixture and toss to coat. Transfer to a tray and repeat with the second half.

Take half of the dusted cauliflower and add it to the buttermilk mixture. Toss to coat, then transfer back to the dry mixture and toss again. Repeat with the second half of the cauliflower.

Heat oil in a large heavy-bottomed pot until it reaches about 350°F (175°C).

Gently lower half of the breaded cauliflower into the oil and fry for about 1 minute, then stir gently. Continue frying for about 3 more minutes or until golden and firm. Transfer to a wire rack to drain. Repeat with the second half of the cauliflower.
